The city's engineer discussed the shift from point-specific renewal to comprehensive, area-wide planning, and the municipality encourages area-wide renewal with around 250 plans in the city. Ezra and Bitzaron, a municipal subsidiary, is leading 25 urban renewal projects, aiming to provide decent and fair housing to residents.
