The inspector general's office has documented cases where aid intended for civilians was instead delivered to Hamas officials, and has identified connections between United Nations staff and Hamas, as well as incidents of violence at aid distribution sites. These findings have been shared with Congress and align with accounts from sources on the ground, who report widespread looting and manipulation of aid by Hamas, sometimes with the cooperation of United Nations personnel.
