Tensions have been rising in Israel over the implementation of the plan's second phase. President Trump recently announced that this phase was imminent, but Israeli leaders have expressed hesitation, insisting that all deceased hostages be returned before proceeding. In response to Hamas's refusal to return the bodies, Prime Minister Netanyahu has ordered punitive measures, including closing the Rafah crossing to humanitarian aid.
