Graham said he had attended a meeting in Florida to discuss diplomatic efforts between Saudi Arabia and Israel before visiting Orlando to see friends, adding that he had already returned to South Carolina. Kelly dismissed the explanation and maintained that he had been among the strongest voices urging military involvement, calling his Disney visit tone deaf given the possibility of troops being sent overseas.
The images circulated widely online, drawing additional criticism as a government funding lapse stretched into its sixth week. Some federal workers have missed paychecks, and airport staffing shortages have caused travel delays. Graham has previously said he would encourage families in his state to support sending their children to serve in the Middle East, a stance that intensified backlash over his vacation photos.
