Police officer should face gross misconduct hearing after Cardiff e-bike deaths, IOPC says

A police watchdog has recommended that a South Wales Police officer face a gross misconduct hearing following the deaths of two teenagers in an e-bike crash in Cardiff. Harvey Evans and Kyrees Sullivan died after a collision in the Ely area in May 2023, with CCTV showing a police van appearing to follow them shortly before the incident. The Independent Office for Police Conduct found no evidence of contact between the van and the e-bike before the crash, but concluded that the officer who was driving the van provided inconsistent accounts to colleagues after the incident, potentially breaching standards of honesty and integrity.

The watchdog also found the officer may have acted outside his level of training and authority in his driving, and used inappropriate language at the scene. The case will now go before a police disciplinary panel to determine whether the allegations are proven. An additional investigation into complaints from the families regarding their treatment by police is nearing completion.
