The report states that the government did not address economic emergency planning in the two years leading up to October 2023, and the Finance Ministry had no plans for an extended conflict or emergency budget surplus. Delays in war budget disbursement and the absence of contingency plans for rapid aid distribution were also cited. The comptroller called on Prime Minister Benjamin Netanyahu to appoint a dedicated figure to develop a comprehensive strategy for managing economic risks during crises, noting ongoing struggles to address home front needs and workforce shortages. The audit further revealed that efforts to redirect coalition funds to war needs fell short of targets.
