Despite international and Israeli laws prohibiting many settlements and outposts, few perpetrators have been held accountable, and the number of outposts continues to grow. Activists describe the region as a 'land without laws,' where abandoned Bedouin homes are often looted and settlers act with impunity, backed by elements within the Israeli government.
