An internal United States document, signed by President Donald Trump and obtained by ynet, outlines a detailed postwar framework for Gaza's governance, reconstruction, and demilitarization. The five-page plan, circulated at the World Economic Forum in Davos, establishes Trump as the chairman of a newly created Board of Peace, granting him ultimate authority over all aspects of Gaza's future administration. While various bodies would manage the territory, Trump would retain the power to appoint or dismiss officials at will.

The Board of Peace would serve as Gaza's transitional governing authority, holding legislative, executive, and emergency powers, as well as responsibility for administering justice. The board could delegate its powers to subsidiary bodies, including an Executive Council and a High Representative for Gaza, both subject to Trump's oversight. Nickolay Mladenov, a Bulgarian diplomat, has been named as the first high representative, tasked with overseeing police, humanitarian aid, and reconstruction efforts.

The plan sharply limits any future role for the United Nations in Gaza's administration, leading some European countries to decline participation. An International Stabilization Force, commanded by Maj. Gen. Jasper Jeffers, would operate under the board's direction, with participating countries requiring Trump's approval for force contributions. The framework sets strict eligibility standards for participation in governance and reconstruction, barring organizations with ties to Hamas or other terrorist groups.

Gaza residents would be allowed to leave the territory if they choose, while those who remain would be involved in rebuilding efforts. Humanitarian zones and protection corridors would be established to ensure aid reaches those in need, with all reconstruction efforts focused on creating a peaceful and prosperous future for Gaza.
