Hamas given proposal for gradual weapon handover in months-long process -- officials

Gaza ceasefire mediators have presented Hamas with a proposal outlining a gradual disarmament process over several months. The plan calls for all armed groups in Gaza to surrender their weapons in stages, beginning with heavy arms such as missiles and rocket launchers within 90 days, along with maps of tunnel networks. A buy-back program offering jobs and financial incentives would encourage members to hand over personal weapons over a longer period.

Under the proposal, surrendered weapons would be transferred to a newly formed Palestinian police force set to operate under a new governing body intended to replace Hamas in Gaza. Recruitment for the force has begun, with former Hamas civil servants eligible to apply pending Israeli vetting. The handover would proceed geographically, starting in southern Gaza, with Israeli troop withdrawals occurring in phases as areas are cleared of weapons.

The framework also envisions Israel easing restrictions on humanitarian aid and reconstruction materials as disarmament advances. While Hamas negotiators have shown openness to relinquishing heavy weapons, they insist on retaining lighter arms for self-defense. Mediators from the United States, Qatar, Turkey and Egypt believe the phased approach is more realistic than Israel’s previous demand for an immediate and complete disarmament, though doubts remain about final approval and implementation.
