Nickolay Mladenov, Director-General of the Gaza Board of Peace, told the United Nations Security Council that a comprehensive and verified disarmament of militant groups is the only viable path to lasting security for Israel and self-determination for Palestinians. He said that combining weapons decommissioning with a new professional police force and civilian administration would permanently eliminate security threats.
Mladenov argued that the past two decades show long-term Israeli military control of Gaza has not delivered sustained security, as militant infrastructure and weapons stockpiles have repeatedly been rebuilt. He stressed that accountable Palestinian governance and verified disarmament would strengthen, not weaken, security.
Despite progress under a ceasefire framework established in late 2025, humanitarian conditions in Gaza remain dire. Essential services are operating at a fraction of previous levels, the healthcare system has collapsed, and more than two million residents face severe shortages of housing, aid, and basic supplies. Mladenov called for full respect of the ceasefire, expanded humanitarian access, and the reopening of border crossings.
He warned that failure to implement the disarmament and reconstruction plan could result in renewed war, a divided Gaza, and the collapse of prospects for Palestinian statehood. He urged all parties to choose a new beginning under civilian Palestinian governance rather than risk another cycle of conflict.
