NYC Council passes bill to protect houses of worship by veto-proof majority

The New York City Council passed legislation to strengthen protections for houses of worship, approving the measure by a veto-proof margin of 44 to five. The bill requires the New York Police Department to establish and publish clear plans to prevent physical obstruction, injury, intimidation, and interference during protests at religious sites, while preserving rights to free speech and assembly. The effort followed recent heated demonstrations outside synagogues that unsettled Jewish residents amid rising hate crimes.

Supporters, including Council Speaker Julie Menin and mainstream Jewish organizations, said the measure increases transparency and accountability in how police handle protests. The legislation does not create fixed buffer zones or ban protests, but mandates direct engagement between police, religious institutions, and demonstrators. A related proposal extending similar planning requirements to educational facilities also passed, though by a narrower margin.

Opponents, including civil liberties and left-leaning activist groups, argued the bill could enable selective enforcement and infringe on protest rights, particularly regarding demonstrations tied to Israel and Palestinian issues. Mayor Zohran Mamdani has not indicated whether he will sign or veto the legislation, though the council holds enough votes to override a veto. The measure was revised from an earlier version that proposed a specific protective distance around houses of worship after concerns about enforcement logistics were raised.
