Conditions across Cuba have deteriorated sharply without reliable fuel. Hospitals have canceled surgeries, ambulances sit idle for lack of gasoline, and pharmacies remain largely empty as the state struggles to import or manufacture medicine. Power outages have disrupted chemotherapy, dialysis and vaccine storage, while long waits for fuel have fueled a growing black market.
