The Democratic National Committee released a long-delayed draft report examining the party's 2024 presidential defeat, placing blame on both former President Joseph R. Biden Jr. and Vice President Kamala Harris. The report argues that Mr. Biden's political operation failed to position Ms. Harris for success after he exited the race, and that her campaign did not sufficiently distance itself from him or counter Donald J. Trump's rising approval ratings.

The document's release proved contentious. Party leaders had resisted making it public, warning it was incomplete and could distract from midterm efforts. When it was finally issued, it included red disclaimers noting missing sourcing and data, highlighted unverified claims, and even left major sections blank. Chairman Ken Martin acknowledged that withholding the report had created a larger political distraction and apologized.

Among its findings, the draft cites ineffective responses to pro-Trump advertising, particularly attacks on Ms. Harris over past support for transgender rights. It faults Democrats for failing to run enough negative advertising against Mr. Trump and for not prosecuting a stronger case against his return to office. The report also urges the party to focus less on identity-based messaging and more on economic and cost-of-living concerns.

The episode has intensified scrutiny of party leadership and finances, with Democrats trailing Republicans significantly in cash on hand. Critics within the party say trust must be rebuilt as leaders attempt to move beyond the controversy and refocus on upcoming elections.
