According to Zell, actions by the Palestinian Authority at international courts and in educational materials are seen by the United States as supporting terrorism, leading to immigration sanctions. As a result, officials from the Palestinian Authority may be denied visas to enter the United States. These sanctions could prevent their participation in upcoming United Nations Security Council meetings.
