Hamas still pays out salaries and rewards supporters

Despite the collapse of Gaza's banking system and ongoing Israeli efforts to disrupt its operations, Hamas continues to pay salaries to its employees through covert and often dangerous methods. Workers, including police officers and teachers, receive encrypted instructions to collect cash from secret locations, risking their lives as Israeli forces frequently target these salary distribution points. Many recipients report receiving damaged banknotes that are difficult to use, and struggle to provide for their families amid widespread hardship. The group is believed to have maintained its payroll by stockpiling large sums of cash in underground tunnels before the escalation of conflict, although much of its financial infrastructure has since been destroyed.
