Members of the Foreign Affairs and Defense Committee anticipate that the Draft Law will be ready for approval in November, following ongoing committee discussions. The proposal was developed through direct negotiations between military officials and representatives of the haredi parties, addressing the need for increased recruitment. An outline of the law has been submitted to the committee's legal advisor, and a draft is expected to be presented soon, with formal discussions beginning next week.
The law sets specific recruitment targets for haredi young men over the next five years, with personal and institutional sanctions planned if goals are not met. These sanctions would affect access to driver's licenses, travel abroad, public transportation discounts, housing benefits, and educational scholarships. Notably, some previous provisions, such as biometric attendance requirements for yeshiva students, will not be included in the current draft.
