The United Nations Relief and Works Agency for Palestine Refugees in the Near East has dismissed a Gaza school principal accused of taking part in the October 7, 2023 attacks on Israel. Hafez Mousa Mohammed Mousa was terminated in August 2024 following an internal investigation, after initially being placed on unpaid administrative leave in April 2024.
An investigative summary from the Office of Inspector General of the United States Agency for International Development concluded that Mousa participated in the হামас-led assault as a captain in the East Jabaliya Battalion. Investigators found that he coordinated communications with suspected militants during the attack and allegedly instructed fighters to infiltrate Israel with vehicles and weapons after closing his school early that day.
The United States government later placed Mousa on a blacklist, barring him from participating in American foreign aid programs for ten years. The agency has faced mounting criticism over alleged ties between some staff members and militant groups, particularly following Israeli claims in 2024 that employees were involved in the October 7 attacks. A United Nations review panel acknowledged neutrality-related concerns but said Israel had not provided evidence that a significant number of staff were members of terrorist organizations.
