India's tryst with oil shocks: How crude prices shaped economy and policy in last five decades

India's economy has been repeatedly reshaped by global oil shocks over the past five decades, with each episode leaving its mark on inflation, foreign exchange reserves, fiscal policy and energy strategy. From the 1973 Arab oil embargo and the 1979 Iranian Revolution to the Gulf War of 1990-91, surging crude prices strained trade balances and exposed structural weaknesses. The 1991 balance of payments crisis, which led to sweeping economic reforms, unfolded amid rising oil costs and dwindling reserves.

Subsequent shocks, including the 2007-08 commodity price spike and the supply disruptions during the Arab Spring, intensified debates over fuel subsidies and pricing reforms. India gradually moved toward deregulating petrol and diesel prices, attempting to balance fiscal stability with consumer protection. The coronavirus pandemic brought an unprecedented collapse in crude prices, followed by a sharp rebound that once again tested public finances and pricing policies.

Russia's invasion of Ukraine in 2022 altered India's crude sourcing strategy, with discounted Russian supplies significantly increasing their share in imports. However, renewed geopolitical tensions in 2026, including disruptions in the Strait of Hormuz, drove prices sharply higher and forced fresh excise cuts and price adjustments, even as state-run oil companies reported heavy losses. With India now importing about ninety per cent of its oil needs, policymakers continue to grapple with how best to shield consumers while preserving market signals and fiscal health amid recurring global energy shocks.
