The indictment alleges that Rotter exploited his influential position over a period of fifteen years to commit assaults, primarily targeting young volunteers whom he recruited for patrols. One of the victims was reportedly just fifteen years old at the time, and Rotter is suspected of abusing victims as young as twelve. Prosecutors claim that Rotter used his close connections with local police to evade justice, and his arrest took place upon his return to Israel earlier this month. While at least a dozen complaints have been filed, charges have so far been brought in connection with four victims.
