Justice Gaurang Kanth clarified that shebaits are empowered to manage, develop, and utilize such properties as long as their actions are bona fide and comply with statutory requirements. The municipal authority's role is limited to ensuring adherence to building regulations and other statutory norms, not requiring court orders for property development.
