Donald Trump's Board of Peace has presented Hamas with a written proposal outlining steps for the group to lay down its weapons, according to two sources. The proposal was delivered during meetings in Cairo as part of efforts to advance a broader plan for Gaza that includes Israeli troop withdrawal and reconstruction in exchange for full disarmament by Hamas and other armed groups.

The envoy to Gaza said a framework had been agreed upon by mediators and described full decommissioning without exceptions as the central requirement. Hamas has so far refused to disarm, and some of its senior officials have publicly rejected the idea in recent months.

Discussions had been paused during the recent conflict involving Israel and Iran but have since resumed. Amnesty and targeted investment in Gaza are reportedly being considered as incentives, though it remains unclear whether sufficient funding is available. Israel continues to control roughly half of Gaza, while Hamas maintains authority over the remaining territory amid widespread destruction and displacement.
