An Israeli tourist was forced to sign an affidavit stating his non-involvement in war crimes after attempting to check in at a hotel in Kyoto, Japan. The tourist, who served in the Israeli Navy, initially refused to sign the form but eventually did so to avoid trouble. The incident has been referred to the Israeli Ambassador to Japan and an investigation has been opened into the violation of Japan's Hotel Law.
