Shahar Segal, former spokesperson for the Gaza Humanitarian Foundation, has blamed both Hamas and the United Nations for worsening the food crisis in Gaza. In a recent interview, Segal argued that the lack of reliable information from Gaza is due to heavy filtering by Hamas, and that the humanitarian situation is being manipulated for political purposes. He claimed that while the foundation is able to bring in some food supplies, the United Nations is withholding additional aid by refusing to distribute food without a ceasefire and by blocking funding. Segal also suggested that Hamas is using food scarcity as part of its war strategy, and described chaotic scenes at distribution sites, emphasizing that food insecurity is a greater issue than outright famine. He criticized both organizations for their roles in the ongoing crisis and for the difficulties faced by aid workers on the ground.
