The report, conducted by career staffers and not the agency's independent inspector general, relied on information from United Nations agencies and was completed shortly before the agency was shuttered by the previous administration. However, findings from the inspector general suggest that Hamas has commandeered aid trucks, embedded operatives in United Nations facilities, and ensured aid is delivered directly to its officials, according to sources briefed on the matter.
During an interview with Chapin Fay, spokesperson for the Gaza Humanitarian Foundation, Brown also repeated claims from the Gaza Ministry of Health regarding a fatal stampede at an aid site, asserting that the ministry is not controlled by Hamas. Fay challenged these statements, highlighting the ministry's ties to Hamas and emphasizing that the foundation does not use tear gas or lethal crowd control. He described Hamas as a persistent threat to aid distribution and pointed to recent social media evidence of armed men escorting United Nations convoys in Gaza.
