The legal opinion forming is expected to argue that a pardon cannot be granted while legal proceedings are still underway, citing statutory requirements and case law. There has been a delay in forwarding this opinion to the Pardons Department at the Ministry of Justice, while the State Attorney's Office is preparing to present its formal stance, which is also expected to reject the request on legal grounds.

Netanyahu submitted his pardon request to President Isaac Herzog last November, through his attorney. The request notably did not include any admission of guilt, apology, or acceptance of responsibility for the charges listed in the indictment.
