Shaath revealed that while clearing the rubble could take up to three years, full reconstruction may extend until 2040. He proposed a controversial plan to expand Gaza's land area by dumping construction debris into the sea in a controlled manner. The reconstruction strategy, approved by the World Bank and the Palestinian Authority, will unfold in three stages: temporary housing, infrastructure restoration, and full development. Plans also include rehabilitating the damaged electricity grid and upgrading the power line from Egypt.
