The process for determining who will receive these honors has been delayed, with concerns about potential politicization influencing the slow progress. In addition to citations for soldiers and possibly civilians, separate procedures are anticipated for the distribution of military decorations such as the Medal of Valor, the Medal of Courage, and the Medal of Distinguished Service.
