Iran's ideological state: faith, fear and favors fuel its vast propaganda and patronage network

Iran’s ruling clerical establishment has built a vast ideological system that critics say uses religion as a tool for political control rather than purely spiritual guidance. Former insiders and analysts describe how schools, mosques, workplaces and media are woven into a network designed to reinforce loyalty to the supreme leader and the principles of the Islamic Revolution. From classroom materials to state-backed sermons, religious messaging is embedded across daily life to shape how citizens view politics and perceived enemies.

According to critics, the system relies on a mix of patronage and intimidation. Benefits such as jobs, housing and education are often tied to affiliation with regime-linked groups, encouraging loyalty among poorer families. At the same time, fear plays a central role, with public punishments and social surveillance creating an atmosphere in which many people comply outwardly to avoid repercussions.

Despite decades of indoctrination, observers say the effort has not fully reshaped Iranian society. They point to growing public skepticism, generational divides and resentment over elite hypocrisy, as many officials’ families live comfortably abroad. Still, the government maintains power through a combination of financial incentives, security forces and an extensive propaganda apparatus that continues to permeate everyday life.
