Board of Peace envoy: Gaza mediators have 'framework' to rebuild, but Hamas must disarm

Nickolay Mladenov, high representative for Gaza on President Donald Trump's Board of Peace, said mediating countries have agreed on a 'framework' to rebuild the Gaza Strip following the October 2025 ceasefire. The proposal, backed by the United States, Qatar, and Egypt, aims to unlock reconstruction and advance a negotiated resolution to the Palestinian issue.

Mladenov stressed that the plan hinges on the full disarmament of Hamas and all other armed groups in Gaza, with no exceptions. Mediators presented a formal proposal to Hamas in Cairo last week and requested a response within days. However, a Hamas official indicated the group would delay its reply pending developments in the ongoing conflict involving Israel and Iran, a key backer of Hamas.

Despite the ceasefire, Hamas has reportedly strengthened its internal control in Gaza, overseeing price regulations and distribution of goods while intimidating some residents. The ceasefire agreement envisions replacing Hamas's civil administration with a technocratic committee operating under the Board of Peace, supported by an international stabilization force and a newly trained Palestinian police unit, though these arrangements have yet to be fully implemented.
