United States President Donald Trump's Board of Peace has delivered a written proposal to Hamas outlining steps for full disarmament, according to sources familiar with the discussions. The document was presented during meetings in Cairo as part of efforts to advance Trump's broader plan for Gaza, which envisions Israeli troop withdrawal and large-scale reconstruction in exchange for Hamas laying down its weapons.
The proposal calls for the complete decommissioning of weapons by Hamas and all armed groups in Gaza, with no exceptions. Envoy Nickolay Mladenov said a framework supported by mediators is now in place and urged Hamas to make a clear choice in favor of disarmament to unlock reconstruction and relief for the territory, much of which has been devastated by war.
Incentives under discussion reportedly include possible amnesty and targeted investment in Gaza, though questions remain about funding and Israel's acceptance of any terms short of total disarmament. Hamas leaders have publicly rejected surrendering weapons, arguing that doing so would leave Palestinians vulnerable, and sources suggest the group is unlikely to relinquish rifles amid fears of rival militias. Israel continues to control roughly half of Gaza, while Hamas maintains authority over the remainder.
