Dan Illouz criticized efforts to advance a new draft law, stating that there is no majority in favor of granting exemptions from military service and that such a majority will not emerge. He emphasized that the military leadership is seeking broader enlistment, not legislation that excuses groups from serving.
According to Illouz, the proposal currently being promoted in committee would not increase enlistment among the ultra Orthodox community beyond existing numbers. Instead, he argued, it would remove sanctions and effectively formalize exemptions, thereby pushing conscription further out of reach rather than expanding it.
