Vietnam's ruling Communist Party is planning a sweeping overhaul of its propaganda strategy by recruiting at least 1,000 social media influencers and 5,000 artificial intelligence experts by 2030, according to an internal draft document. The goal is to flood online spaces with 'positive' content and build what the party calls 'ideological immunity' against harmful or false information.
The strategy calls for at least 80 percent of Vietnamese language online content to be positive by the end of the decade. Artificial intelligence tools developed by domestic technology companies would be used to remove content that violates party guidelines within 24 hours. The plan also promotes podcasts, short videos, and targeted messaging to better reach younger audiences who favor visual and social media content.
The initiative comes as Vietnam's security apparatus expands its influence under party chief and president To Lam. Authorities already tightly control traditional media and social platforms, with penalties for dissenting views and military units tasked with countering what the state considers harmful information. Influencers may be offered perks such as sponsored trips in exchange for promoting approved material, though some have declined participation to maintain independence.
