Members of Congress claim these groups exploit nonprofit status to influence public opinion and organize protests, while avoiding registration under the Foreign Agents Registration Act, which requires disclosure for those acting on behalf of foreign governments. Lawmakers questioned whether the funding ultimately originates from sources connected to the Chinese government and called for closer scrutiny by federal agencies.
Singham, who sold his technology consulting firm in 2017 and later moved to Shanghai, has been linked in prior reporting to efforts aimed at promoting Marxist and anti-Western ideology globally. Federal departments are investigating financial activity tied to his network, as congressional leaders push for greater transparency and potential enforcement actions.
