Khalistani extremists a 'security threat': How Canada's report backs India's long-standing concerns

A new report by the Canadian Security Intelligence Service has acknowledged that Canada-based Khalistani extremist groups pose a national security threat, a position long maintained by India. The findings come after years of diplomatic strain between the two countries following the 2023 killing of Khalistani separatist Hardeep Singh Nijjar in British Columbia, which triggered serious allegations and retaliatory measures.

The report states that a small group of individuals use Canada as a base to promote, fundraise, and plan violence, primarily in India, and warns that some are exploiting Canadian democratic institutions. It also revisits the 1985 Air India Flight 182 bombing, the deadliest terrorist attack in Canadian history, underscoring the historical impact of violent Khalistani extremism. At the same time, the report distinguishes between peaceful advocacy for Khalistan and violent extremism.

India welcomed the acknowledgment of extremist threats but reiterated its call for concrete action against individuals and networks promoting violence and secessionism from Canadian soil. However, the report also accuses India of foreign interference and espionage activities in Canada, allegations New Delhi has firmly rejected as baseless.

Under Prime Minister Mark Carney, both countries have taken cautious steps to stabilise relations after a prolonged diplomatic crisis. While the report signals a shift in Canada’s public framing of the Khalistan issue, it remains uncertain whether it will lead to stronger law enforcement action or deeper security cooperation between Ottawa and New Delhi.
