Israel plans to present Lebanon with a framework for the gradual disarmament of Hezbollah during the third round of talks in Washington, according to Israeli Ambassador Yechiel Leiter. The proposal calls for a phased, jointly coordinated process to clear specific areas of Hezbollah weapons, with both sides defining zones and overseeing their implementation together.
Leiter said that despite statements from Beirut claiming southern Lebanon has been cleared of Hezbollah arms, Israeli forces have uncovered thousands of rockets, missiles, tunnels and bases in the area since March. He stressed that Israel expects concrete action from the Lebanese government to strengthen its national army and prevent Hezbollah from rearming, adding that Israel will not agree to a full ceasefire if the group continues to rebuild its capabilities.
Israel is also offering a broader diplomatic track that would pursue full peace negotiations, including borders, embassies and tourism, contingent on successful disarmament. Leiter linked progress in Lebanon to talks between the United States and Iran, arguing that any agreement with Tehran must end its support for regional proxy groups. Sources said Israel may reduce military operations but will not commit to a full ceasefire, a stance reportedly backed by the United States.
