The document faults both former President Joseph Biden's political operation and Vice President Kamala Harris's campaign, arguing that Biden's team failed to position her for success after his withdrawal and that her campaign did not sufficiently distance itself from him or effectively counter Donald Trump's rising popularity.
The draft, which party leaders described as incomplete and lacking supporting documentation, includes highlighted sections marked as unverified or inaccurate. Entire portions, including an executive summary and conclusions, were left blank. Despite its disorganized state, the report cites polling that showed pro Trump advertising attacking Harris over transgender rights was highly effective and went largely unanswered.
The findings also criticize Democrats for not engaging in negative advertising at the scale needed to damage Trump and urge the party to shift away from identity politics toward economic and cost of living concerns. The release comes as the party faces financial strain and internal leadership tensions, with its chairman acknowledging that withholding the report had created further distraction and pledging to rebuild trust among donors and supporters.
