The United States State Department has used emergency powers to bypass congressional review and fast-track more than $8 billion in weapons sales to Israel and several Gulf allies, citing an urgent regional emergency. Secretary of State Marco Rubio approved the sales, which include precision-guided weaponry, missile defense systems, and advanced battle command systems. The move comes amid heightened tensions linked to the conflict with Iran.
The approved packages include Advanced Precision Kill Weapon Systems for the United Arab Emirates, Israel, and Qatar, as well as a multibillion-dollar replenishment of Qatar’s missile defense capabilities and an Integrated Battle Command System for Kuwait. The deals also cover technical support, training equipment, spare parts, and engineering assistance.
The decision reflects a broader assertion of executive authority by President Donald Trump, who has dismissed the 60-day limit under the War Powers Resolution of 1973 as unconstitutional. The administration argues that the arms transfers serve national security interests and strengthen strategic regional partners, while critics point to the bypassing of congressional oversight during an ongoing military confrontation.
