As anti-lesbian, gay, bisexual, transgender and queer legislation spread across the United States in late 2024, two Jewish nonprofits launched an initiative to help people who no longer felt safe in their home states relocate. The program, called Move to Thrive, was created by Keshet and the Hebrew Free Loan Society to provide interest-free loans to individuals and families seeking safer communities.

Since its launch in March 2025, the initiative has received more than 400 inquiries and approved 29 applications, distributing $274,500 to 56 people across 12 states. Loans of up to $10,000 have helped recipients move from states such as Texas, Arkansas, Missouri and Iowa to states including Massachusetts, Illinois and Oregon, where laws are seen as more protective.

Organizers say the effort expanded after a wave of executive actions and state-level bills targeting transgender people intensified following President Donald Trump's return to office. Funded initially by a Jewish donor network and bolstered by additional community support, the program is open to both Jewish and non-Jewish applicants. Leaders say they expect the need to continue as hundreds of restrictive bills remain under consideration nationwide.
