The Board of Peace envoy for Gaza urged the United Nations Security Council to use every means at its disposal to pressure Hamas to disarm, warning that failure to act could make Gaza's current division permanent. He said the risk is a fractured territory in which Hamas retains military and administrative control over two million people in less than half of Gaza, undermining Israeli security and prospects for Palestinian statehood.
The envoy described Hamas' refusal to surrender its weapons as the main obstacle to implementing the peace and reconstruction plan launched by United States President Donald Trump. He also acknowledged ongoing Israeli ceasefire violations and a significant funding gap, stressing that reconstruction financing will not materialize while armed groups remain in control.
Hamas rejected the envoy's remarks, accusing him of justifying Israeli escalation and the continued blockade. Meanwhile, violence has persisted despite the ceasefire, with Israeli forces carrying out strikes they say are aimed at preventing threats near the armistice line.
Residents in Gaza reported renewed evacuation orders and air strikes in recent days, forcing families to flee at night and leaving homes destroyed. Civilians described the devastation as evidence that the ceasefire has failed to bring real relief to people living in the enclave.
