Republican senators led by Rick Scott have introduced legislation to permanently prohibit United States funding for the United Nations Relief and Works Agency, citing allegations that several of its employees were involved in the October 7, 2023 attack against Israel. The bill would codify President Donald Trump's prior decision to freeze funding and would also block support for any successor organization.
Federal investigators have identified multiple current or former agency employees who allegedly participated in the হামাস attack or were otherwise affiliated with the group. The proposed law would also remove the agency’s diplomatic immunity in the United States, potentially allowing lawsuits from victims of the attack to move forward.
Additional provisions would bar the United States from engaging with any United Nations body led by countries known to support international terrorism. Scott also introduced separate legislation aimed at preventing United States businesses and individuals from participating in boycotts of allied nations backed by international governmental organizations.
Supporters say the measures are intended to ensure taxpayer funds do not go to entities that undermine United States interests or support terrorism, and to prevent future administrations from restoring funding to the agency.
