Trump Tells Congress Why He Doesn't Need Its Authorization for the Iran War

President Trump sent letters to congressional leaders arguing that he does not need legislative authorization to continue military operations against Iran because hostilities have 'terminated' under a cease-fire declared on April 7. He contended that there has been no exchange of fire since that date and that the conflict, which began with joint United States and Israeli airstrikes in February, has effectively ended.

Under the War Powers Resolution of 1973, a president must seek congressional approval within 60 days of deploying forces into hostilities or withdraw them. Trump formally notified Congress of the operation in early March, triggering that deadline. In his letters, he maintained that the cease-fire stopped the clock, though he did not reference a later incident involving United States forces and an Iranian-flagged vessel.

Hours after sending the letters, Trump described the situation as a war during public remarks, while continuing to argue that he was not required to seek authorization and calling the requirement unconstitutional. Several Republican lawmakers have questioned whether the 60-day limit requires congressional action, while Democrats rejected the administration’s claim that the cease-fire paused the timeline.

Democratic leaders accused the president of waging an unauthorized and illegal war, noting the continued presence of American troops in the region and an ongoing blockade of a key shipping route. Despite declaring military success, Trump warned that the threat from Iran remains significant and said the Defense Department is continuing to adjust force levels in the region.
