Germany’s defence minister said the United States decision to withdraw 5,000 troops from Germany was 'foreseeable', while stressing that the American military presence in Europe remains in the interests of both countries. The North Atlantic Treaty Organization said it is seeking clarification from Washington about the move, which comes amid tensions between President Donald Trump and Chancellor Friedrich Merz.

The United States currently stations more than 36,000 active duty troops in Germany, its largest deployment in Europe. The planned reduction follows earlier decisions to scale back forces in other European countries as Washington shifts its strategic focus toward the Indo-Pacific region. Concerns have grown within the 32 member alliance that the withdrawal could weaken transatlantic security.

German officials said Europe must take greater responsibility for its own defence, pointing to Berlin’s sharp rise in military spending. Germany is projected to spend 105.8 billion euros on defence in 2027, with overall defence expenditure expected to reach 3.1 percent of gross domestic product, including support for Ukraine. Senior Republican lawmakers in the United States have also expressed concern, arguing that maintaining a strong deterrent presence in Europe serves American interests.

The troop withdrawal follows a public dispute between Trump and Merz over Iran and broader security policy. The Pentagon said the drawdown, ordered by the defence secretary, is expected to be completed within six to twelve months.
