The U.S. Charges Raúl Castro, Increasing the Pressure on Cuba

The Justice Department charged Raúl Castro, Cuba's 94-year-old former president, with murder and conspiracy in connection with the 1996 downing of two civilian planes linked to a group that flew provocative missions over the island. The move is part of the Trump administration's broader effort to increase pressure on Cuba's Communist government and could lay groundwork for further action aimed at removing Castro from power, even though he no longer holds formal office.

Castro, who remains influential within Cuba's military despite his age and frailty, has also been involved in quiet negotiations with Washington. Secretary of State Marco Rubio recently sought talks through a member of Castro's family about possible economic changes, but tensions have escalated. Cuba's ambassador to the United Nations said Havana is open to negotiations but questioned whether Washington is acting in good faith.

Separately, two police officers who defended the Capitol during the January 6, 2021 attack sued to block a 1.8 billion dollar Justice Department fund intended to compensate people who claim mistreatment by the federal government. The officers argue the fund would benefit rioters who tried to stop certification of the 2020 election, raising broader concerns about presidential power and constitutional limits.
